Is mpls-te command in quagga compatible with actual linux-mpls
implementation?
Is there any way to make TE with mpls-linux using label distribution
protocol ?

No. the mpls-te stuff that comes in quagga is just to configure ospf to
send opaque LSAs with TE info.
