The LDP protocol is designed to create LSPs for L3 routes in the IGP.
quagga-mpls has an implementation of LDP.
The L2VPN extension to LDP allow for sending label information
about L2 reachabilty, including MAC addresses. This extension
has not been implemented in quagga-mpls. I would gladly accept
patches that did implement it.
