I'll be making a new 0.99.9 based quagga-mpls as soon as I finish
re-working some of the nexthop code.  In the meantime if you really want to
build a 1.958 quagga-mpls make sure you have the lastest mpls.h and
mpls enabled rtnetlink.h before building.
