There exist 4 RSVP-TE implementation, none of which work with
quagga 0.99.6 and mpls-linux 1.955.  I have picked one these implementations
to modify to work with quagga 0.99.6 and mpls-linux 1.955.  I will publish
a development quagga RPM once I have it ready for other developers to
dig into the code.
