Hello, Sorry for the delay is getting back to you. I would suggest utilizing the MPLS framework I've added to quagga (you will have to use my development tree to get the lastest code). This way you'll have access to routing information (ala quagga) and can use the framework to abstract away the details of the MPLS forwarding plane.
