I believe you are referring to the difference between allocating and activating. Allocation is done in the signaling layer. Typically activation of a label means to install it into the forwarding plane. For example RSVP-TE could signal a backup LSP, meaning allocate and distribute labels for the LSP, but it would only install the labels into the forwarding plane (activate) when the primary LSP fails.
