[mpls-linux-general] cannot run 'spec_nh' specific ip commands

Hello,

I installed the iproute rpm packages but am unable to run the 'spec_nh' 
specific ip command. Also can you kindly setup an ftp server from where I can 
download all the source files specially for the latest kernel, iproute and 
iptables one as I cannot use p4 due to port blockage in my university.
