mpls-linux has 'instructions' which can set tcindex and nfmark on a packet. You should be able to use them to influence the QoS features of the linux networking stack. I would suggest understanding how linux can assert QoS on standard IPv4 packets first, then use that knowledge to make it work with MPLS.
