The advantage of using the 'forwarding' technique is if you create many
'application' labels (2nd level labels) that utilize a common tunnel LSP
(top level label).  If the tunnel LSP changes, you only need to change the
contents of its instructions (one change vesus a change for every application
label).

The advantage of using the multiple push technique is simplicity.
