PPP assumes that no protocol packets can flow until a NCP for that protocol has registered and syncronized with the peer. In the case of IPv4 IPCP can negotiate many things (IP addresses, DNS servers ....). In the case of MPLS nothing needs to be negotiated, the only purpose for MPLSCP is to identify that MPLS packet can be sent on this link.
