Sorry for the delay in responding to this.  Unfortunatly the mpls-linux-general
mailing list is a closed list, so this had to be approved by the list admin (me)

Inside of the tar file is QUICK.START it explains how to apply the patch to
the Linux kernel.

Your question about how mpls-linux 'communicates with the Layer-2 and layer-3'
is a little too general.  I'd be more then happy to answer more specific
questions.
