[mpls-linux-general] mpls build with 2.4.6 kernel

Hi,

Hit a small problem building mpls-linux-0.993 with a 2.4.6 kernel. It seems
that the ARP hardware identifier used in the mpls patch, ARPHRD_MPLS_TUNNEL
= 801 has now been assigned to ARPHRD_IEEE80211 (is that wireless LAN or
something?).

I'm not sure how these dummy type numbers are arrived at - I suspect they
are somewhat arbitrary. I just changed the mpls one to 802 and hoped for the
best.
