[mpls-linux-general] Version 0.992 is out

I just release mpls-linux 0.992 to the SF files area.  Due to lack of sleep
the file is called mpls-linux-1.0pl2.tar.gz.  Don't worry it is version 0.992
with a too optimistic of a name :-)

Check the relase notes for info about what has changed.
