Still new to MPLS linux, but I had this problem before and I fixed it by
loading all of the MPLS kernel modules that were built in the
mpls-linux/src/ directory:

insmod mpls.ko
insmod mpls4.ko
insmod mpls6.ko
insmod ebt_mpls.ko
insmod mplsbr.ko
insmod mpls_tunnel.ko
insmod xt_mpls.ko
