[mpls-linux-general] queue priority

Hello

Generally, The Linux kernel have two separate queues for MPLS forwarding
(Label Switching) and IP routing. In the case, when both queues (MPLS and IP
routing) are full due to congestion, if a new packet come in both queues;
then:

Which queue will be treated on higher priority? or they will have same
priority?
