Just to confirm Adrian's thoughts, the quagga RPM you downloaded is not
MPLS enabled.

To further that, the quagga.diff you are trying to work with is
incredibly old.  If you are determined to use quagga-mpls
you best bet to it use perforce (p4) and pull down the quagga-mpls
and ldp-portable source and use the 'make-rpm-jleu' script in quagga-mpls.
