PHP config example:
mpls nhlfe add key 0 instructions nexthop eth0 ipv4 192.168.1.1
(notice no push in the instructions)
Then bind it to a route or netfilter rule like normal.
Can you try 'traceroute -I' which sends ICMP not UDP packets.
