Are you using a Fedora 2 system?  If so just install the iproute RPM.
Otherwise you are correct in thinking you can use teh contents of the
src RPM to build iproute2 on whatever distribution you are running.

If you are using redhat 9 or Fedora 1, try doing a:

rpmbuild --rebuild <src rpm>
