I guess my confusion is with your meaning 'what LSP can allow/support'?
Do you mean what the LSP was configured with via RSVP-TE?  That is the
only means by which a LSP can be 'assigned' bandwidth that I am aware of.

The answer is still the same:

The short answer is, nothing happens.  The long answer is that it depends
on the implementation, but most (if not all) implementation do not enforce
the RSVP-TE bandwidth requirement, they just used it to help 'fit' LSP during
setup and failure cases.
