You might want to try the software scaler

  -vf scale ...

for the description how to specify its parameters, please
refer to the man page.

I don't think you can scale the image in -vo x11 with
hardware scaling, therefore the software scaler appears
to be the only option. But if you have the time to put
more work into it, you might be able to get the other video
devices (mga, fbdev...) working
