Problem with cutting 1.30Mb/s files

I just started to use a 1.3Mbit/s rate in my VCD recording and am having problems getting MPGCUT
to work with them. I was using a 1.03Mbit/s rate with no problems, but wanted to get a better
picture quality without sacrificing a lot of diskspace. MPGCUT recognizes the MPEG-1 file (VCD
MPEG-1 can handle the 1.3Mbit/s rate as a max), states the fps and the resolution size, then
states 'LOST, EXITING'. Then kicks me back to the command prompt.
I am guessing that the program isn't able to cut at the higher bit rate?
