#2 risc_timer runs too fast

On our 862 target running on 50Mhz I am using the
risc_timer part of the atm/utopia module. It appeared
that the timer ran way faster than expected. The root
cause is the calculation of the of the "timep" which
ends up beiing zero.
The effect on our taget was a timer running 200 times
faster than requested for!
