the current development version of libmp3splt
has a plugin system for audio formats. Speex can
be implemented as a plugin (using the speex library).

Does the split feature work at the container level? If so, could the software be generalized to split anything given a supported container format? For example, both Speex and Opus use the same OGG container that Vorbis uses.
I just tried splitting an OGG/Speex file and it complained about failing to find a matching plugin.
Another time, I successfully split an MP2 (not MP3) audio file, so this led me to think that perhaps I could get lucky in a generic OGG case.

The ogg/vorbis plugin is indeed mostly dealing with ogg.
However, it deals with vorbis for the silence detection and the tags.
It also writes packet granule position which might not be correct when using other codedcs :/
