Unable to register the DLL/OCX: RegServ32 failed with exit code 0x5

Solution found:

Search for cmd.exe via the Windows 8/10 Search
Right click on cmd.exe and select "Run as administrator"
Copy: regsvr32 mp3ext.dll
Paste into the cmd shell window
Press return and you get a meesage that the "dll got registered successfully"
