#5 XML-RPC Commands to control playlists

Suggestion to have XML-RPC commands which:
(a) Enumerate names & descriptions of known PlayLists.
and
(b) Allow user to set the playlist for a specific
mp3elf.

This would allow the web based front ends to simply
list the known playlists, and let the user pick which
one to play.

Other possible options:

(c) Override ability on default XML configuration
for 'Random' and 'Repeat' - possibly could be 2
additional arguments in the XML-RPC call for (b), or
maybe a setting which can also be read back. If not
defined using XML-RPC then use default values from the
CFG file.
