#3 Socket isn't closed on shutdown

After shutting down moxy, the socket it has been
listening on isn't closed immediately, but remains open
(I don't remember the exact state, unfortunately) for a
short while. Therefore, one has to wait for the TCP
timeout (I think) before moxy can be started again,
which is a problem if it is necessary to quickly
restart moxy (eg. due to configuration changes) without
taking the risk of losing mail.
