I believe you can use either or.  That is, you can have the PoE hat
connected to only the pi and not ethernet while powering the pi over
its usb power port.  One power source at a time only.

"When the Raspberry Pi PoE+ HAT is connected to your Raspberry Pi, your
Raspberry Pi should only be powered through the ethernet cable. Do not
use any additional method to power the Raspberry Pi"


There are redundant ways of powering the pi's over USB that people have
come up with, I suggest exploring that route.
