It is not fixed and known when you start Motion. If you happen to stop Motion set for a framerate of 5 and the netcam is currently at 2 because of load, I would not want Motion to refuse to start. I am even thinking about making Motion even more tolerent to errors at startup so you know it always runs after a reboot of a computer. Eg. after a power out.
