I think in principle it is not very likely that a "real" new picture in jpeg format of the exact same motive and the exact same light would be the exact same jpeg file. There is always a bit of noise in the camera. But with a very low quality setting this could be the case. I want to make sure that Motion does indeed deliver a picture to the webcam or mpeg if one is fetched. If a person passes by a camera and then another person 3 seconds later - and we have a post_capture setting equivalent to 10 seconds - I want to see the 3 second quiet period even if the picture from the camera is so calm that it produced the exact same jpeg. If you get the same jpeg image from your netcam then it is because you sample it too fast. And if your netcam cannot do at least 2 frames per second Motion will fill in duplicate images to ensure that the webcam stream to for example cambozola, Firefox, Palantir etc is maintained and people see the time stamp increasing showing that the connection is alive and working.
