[Motion-user] Why no command line argument to start/stop/reload motion?

Hi,
I'm new to all this so my apologies if this is a dumb question..

Why is there no simple way to stop/start/reload motion from the command
line besides sending kill signals?

It would be nice if it was like apache or mysql where you can type
"/etc/init.d/apache start|stop|restart"

If I wanted to make a script that started/stopped motion, how do I get
the pid to then use in "kill -s SIGHUP pid"?
