yes, motion is great just for stream and record, I used it too even if I don't need to detect any picture changes

What about the topic, could you try vlc on the same machine? I mean, first, try it as a viewer - launch 5 instances and open network streams (localhost:3000 etc). And see if 5 vlc instances use less cpu than chrome and have any effect on motion cpu usage. Second, try to use vlc as MJPEG stearmer, like this:

/usr/bin/vlc -I dummy -vvv v4l2:///dev/video1 --sout '#transcode{vcodec=mjpg,vb=10000,scale=1,width=720,height=576}:standard{access=http,mux=mpjpeg,dst=0.0.0.0:11010}' --sout-deinterlace-mode=bob --sout-transcode-deinterlace --sout-http-mime="multipart/x-mixed-replace;boundary=--7b3cc56e5f51db803f790dad720ed50a"

I used this workaround for a non-mjpeg camera that has a color pixel format bug together with mjpg-streamer.

On my test machine (old amd sempron) each MJPG stream uses cpu as:

mjpg-streamer - 19%
motion - 21 %
vlc - 23 %

Not a huge difference, so why don't give it a try?
