due reducing the selectbox for year to 2000 till 2010 the application ran into an issue.
start_year isnt communicated anymore resulting in missing year information in the database, which results in appointment not enlisted.

simple fix change it from 2000 to 2010 and 2010 to 2020
or even better: remove that reduction at all.
