Any user creating a ticket is able to decide who to assign it to. The user is also able to see every other user on the system through this drop down box.

If a basic user assigns a ticket to job blogs who has just started a two week holiday, it is going to cause problems.

Also why should a user be able to decide on the resolution as he/she is creating the ticket. Again this can lead the user causing problems for them selves through inexperience of the system.

There needs to be a rights option for very basic users. This will give them he right to

Create a new ticket
--Subject
--Severity
--Description
--Project (Should be optional)

When viwing the ticket they should have the option to close the ticket, but not to provide any other resolution, otherwise they are just undoing the work of the support department.
