* I have been doing some tests, provoking mistakes in a cluster and I
have observed a behavior that should be corrected or be improved. 

* I have stopped a chunkserver and have provoked mistakes on discs and
as a result, 600.000 files marked with Goal 3 have stayed with 2 valid
copies and 15.000 files marked with Goal 2 have stayed with 1 valid
copy, the case is that the valid copies have been regenerated in equal
proportion in both cases.

 The result is that for 10 hours that has taken in provide valid copies,
the cluster is vulnerable to loss of information before a disc mistake,
I believe that of being possible it would be necessary to implement an
absolute priority in the regenerate of copies cost those files that stay
with 1 valid copy. 

* ¿Is this mechanism configurable in the code source?
