[moose-generic] Subversion URL changed

Hello all,

This message is for anyone who uses the MOOSE subversion repository to stay updated with
the latest MOOSE code. The URL for the subversion repository has recently changed to:
    svn://svn.code.sf.net/p/moose/code/moose/branches/buildQ

You can perform a fresh checkout using this command:
    svn checkout svn://svn.code.sf.net/p/moose/code/moose/branches/buildQ

(Note: One can usually use the 'svn switch' command to re-base your working copy to a
new URL, but since the protocol has changed from HTTP to SVN, this does not seem to
work.)
