When the Moon Secure Antivirus Core service is running, it's impossible to use Silverex X-Chat because it cannot connect to any IRC server.
== Steps to reproduce ==
* Start X-Chat
* Fill in your IRC user in all five "name" fields at the top.
* In the "networks" list, choose any network. I chose FreeNode.
* Click the "Connect" button.
== Expected results ==
* X-Chat should connect to the server. It should show a message starting with "Welcome to the freenode IRC Network" and ending with "End of /MOTD command".
== Actual results ==
* In reality, X-Chat says "Looking up verne.freenode.net" then shows a busy indicator. The busy indicator stays on forever.

I used Moon Secure 2.2.2.165 and Silverex X-Chat version 2.8.6-2 which is the latest version from http://silverex.org/download/
I did not try any other IRC program. But I have used another network-using program -- my web browser -- with Moon Secure running, and my web browser worked fine.
I tried to use Process Monitor to show what was going on. It seemed to show that xchat.exe wasn't speaking to the network at all when Moon Secure was running; but when it wasn't running, it occasionally sent and received TCP data to the Freenode servers. I don't know if this was accurate. I wonder why, as far as I could tell, it never showed information about DNS lookups. Maybe Wireshark could give a more accurate picture.
By the way, this is on Windows Vista Home Premium SP1.
