#3 m_forcenick in cvs doesn't work remotely

we've built a forcenick module, so that opers/services
can forcibly change users' nicknames and we can start
thinking about coding in some services.

it's similar to ircplus's GLINE command, except we all
know GLINE is /not/ a forcible nickname change.

anyway, it works on local clients (ie, oper and target
are on the same server) but not in any other case. it
also might cause some nick collision issues with lazy
links, so it's not recommended that production users
checkout cvs until this is resolved. hopefully by monday.
