[Moodle-lang] String change

Hi, guys.

Just to let you know, I've changed the meaning of one
particular string in moodle.php (for 1.0.8):

helpquestions:

    OLD:  How to ask questions
    NEW:  Ask good questions

This makes a lot more sense in the context it appears in
(next to forum posts, but now in a lot of other places
such as journal editing, assignment editing etc)

So you may want to update your language to match.

I'm also going to be changing help/questions.html in
the near future to be more helpful than the giant list
it is now.

1.0.8 will probably be just before Christmas.
