#4 Link to libcapsinetwork in configure script is wrong

I was compiling monopd, so I ran the configure
script, and I got the following error message...

configure: error: Please install libCapsiNetwork >=
0.2.3 from http://unixcode.org/libcapsinetwork/

I went to that website, but the library wasn't there.

I think the current correct link should be...
