[Monkeyircd-network] New Node And Status Update

Hello!

MonkeyIRCD now has a new node - chives.monkeyircd.org.  Its running on a
box provided by Wrax in Manchester, and is currently a leaf linked via
Pepper.

The network is now running again, as the netjoin code is now working
correctly again, except for some channel mode and nick clash handling
problems.  Only chili remains to be updated to the new code and I hope
to resolve that soon.
