#59 MonarchTree.pm cgi-bin path may be set incorrectly

The code in the setup and update scripts (monarch_setup.pl monarch_update.pl) that sets the path to cgi-bin in MonarchTree.pm was left out. If the relative path to cgi-bin is something other than /cgi-bin (for example /nagios/cgi-bin), please modify MonarchTree.pm line 31.
