#245 Config file check commandline option for broker

The Apache webserver can be run in a "check config files for sensibility" mode (httpd -t) which will report whether or not the server will start or fail given a particular config file. It would be very nice if the Mojo broker had a similar option, so that a new config file could be verified easily prior to shutting down a running broker. Perhaps this could be expanded or modified to dump a summary of the config file as understood by the broker, to ensure that all of the intended changes have been correctly expressed and understood.
