#230 Win32: Mojo Proxy can be run multiple times

On Win32 / Win98.

If you already have a copy of the Mojo Proxy running, you can start a second instance, and a third, and so forth. There can be only one. :-)

The program should check on startup for an already existing instance. At this point the options include:

1. Politely terminate itself.
2. Politely ask the user if they really wanted to run a second copy (if this option is used I suggest that the new instance take over from the old instance, as the old instance might have crashed and this might be why the user is starting it again. Such things are possible in Windows).
