#36 General "Settings" page for the program.

The program needs a "settings" page, where the user
sets the current week and year (what we have now is a
hack.) One should also be capable of setting a bunch of
options related to program speed, including:
1) Load (Full, Segmented) determines if the program
initializes all search buttons, etc. when the program
first loads or as the user clicks on them. We should
also migrate the User Controls so that they can be
initialized as the user clicks on each menu bar.
Finally, we should allow user info to be saved as an
XML file to allow the program to load very quickly for
certain non-DB essential events.

I'm taking this one up. Also, we need:
1) One should be able to set which "Year", "Teacher", etc.
buttons appear in the list of class buttons. Without it, the
list would get unnecessarily cluttered.
