file extension naming conventions

Hey!

While I was making the first version of the moEd Project File stuff, I 
came up with an idea about a standard naming scheme for all moE related 
files.

We could use '.me*' for all moEd related files, i.e. files moE will 
never deal with.
And '.mo*' for all moE related stuff, and common stuff.

So we don't get confused with the extensions.

The first file format used will be the moEd Project File format. 
According to my proposal I decided to use '.mep' as file extension.
