[Modules] strange error related to module files

a user reported the following problem related to loading a module:

utility.c(2245):ERROR:50: Cannot open file 
'/UCHC/HPC/Gooch/biotoolmodules/modulefiles/STAR/_STARtmp' for 'reading'
utility.c(2245):ERROR:50: Cannot open file 
'/UCHC/HPC/Gooch/biotoolmodules/modulefiles/STAR/_STARtmp' for 'reading'

why would temporary files be getting created in the child path where the 
file defining how to load the module resides? The users don't have write 
access to that path, and yet they can load other modules with no problem.

I'm confused as to what is causing this.

Maybe an administrator made that file (or a program they were using to 
edit the file created temp files like this).  The error is because the 
user does not have access to the file (which really makes me think some 
other program did this).

It does not look like a file name that modules would create automatically.

it appears to be happening when the module load command is being run. 
I'll see if I can get more details, but I've no idea why it would be 
happening for THIS module and not the others. (i'm the one managing this 
set of modulefiles and the modules build & installation that we are using).

/UCHC/HPC/Gooch/biotoolmodules/modulefiles is where the module files 
(the ones that define how to set up the environment) are housed, but the 
actual binaries are in subdirectories of /UCHC/HPC/Gooch/biotoolmodules 
(the directory tree matches though)

What does:

ls -l  /UCHC/HPC/Gooch/biotoolmodules/modulefiles/STAR/_STARtmp

say?

I've only ever seen this when a module file has been created without
read permissions for other users by accident.

it looked like STAR (the program) had tried to create files in that 
directory.

I'm inquiring from the user as to how they ran STAR when they tried it 
out. It should not have been putting files in this location undirected, 
but I don't really understand how STAR works yet. (as I said before the 
binaries are in a different path, so i'm not sure HOW it found the 
modulefile directory)
