[Modules] New lsb-release modulefile command

Hello All,

The "lsb-release" modulefile command is introduced for next Modules
version (5.5)

This command gets Linux Standard Base information like distribution id
or release. It may help if you want to adapt the environment changes
of your modulefiles depending on the underlying OS.
