[Modules] Adding year to module logging

Hi All,

The cluster that I work at recently implemented the module logging setup
described in the cookbook
<https://modules.readthedocs.io/en/latest/cookbook/log-module-commands.html?highlight=logging#log-module-command-1>.
Thank you for this, it was very helpful!

One question - I noticed that the Month, day, and time are reported in the
output.  However the year is not.

Could anyone provide advice on how we would update our sitconfig.tcl file
to include the year along with the date and time?
