[Modules] siteconfig.tcl - set global var

Might be doing something dumb, but I can't seem to make a global variable
for use in other module files.

In my siteconfig.tcl I'm setting

     set ROOTPATH /hq/dev

In my module file, I want to

     prepend-path PATH  $ROOTPATH/some-package/bin

But in the modulefile, ROOTPATH causes an error

     Module ERROR: can't read "TROOT": no such variable
