I agree, that Modules-2.2 seems to run faster than modules 3.+. However, the
problem is that modules-2.2. will not compile with the latest versions of TCL,
and porting it is not worth the effort (I gave it a shot, and then gave up).

But like any free software, anyone is welcome to try to fix it :)
